A ruling will be heard Aug. 22 about the proposed release of a sex offender who molested a Chula Vista boy in 1987 after residents and County Supervisor Dianne Jacob testified July 23 in opposition.
San Diego Superior Court Judge Margie Woods told the group she would visit the Campo residence where Allen Louis Fields, 57, would live if she approved his release. Fields has finished a 25-year prison term and now lives in a state mental hospital in Coalinga.
Fields was castrated in 2003 at his own request; California is one of only sfour states that allow inmates to have the surgery if they request it.
“He has taken some steps (to not re-offend). He has had 13 years of (psychiatric) treatment. He has to live with these strict conditions,” said Woods, holding up a large envelope containing 15 pages of conditions.
Deputy District Attorney Kristen Spieler told Woods her office cannot find any legal objection to Fields’ release. A prosecution document says Fields’ castration has “reportedly diminished his libido and caused him to no longer have deviant sexual drives or fantasies.”
Lisa Ogle, a retired sheriff’s deputy, said the castration gives “a false sense of security” because sexual assaults often involve “domination and power.” A Campo resident, Christine Vergara, said the castration isn’t an issue because “there are still other things he can do.”
“I’m very angry. He deserves no freedom,” said Vergara, who added she would live four doors away from Fields if he’s released.
“Our East County has become a dumping ground for sexually violent predators,” said Jacobs, who said she believed anyone with that designation “should be put away for good.”
The judge closed testimony and set a ruling for Aug. 22.
Fields has been in custody since 1987 after a 10-year-old Chula Vista boy and his friend reported he molested them in Fields’ trailer.
He was convicted of four counts of molestation.
