Otay Water District board President Jaime Bonilla said he recently became aware he was the subject of a complaint filed with the San Diego District Attorney’s Office by a member of Chula Vista’s ethics commission.
Nevertheless, Bonilla said he will continue to pursue some type of action against Chris Shilling because, as a member of the city’s board of ethics, Shilling should be held to a higher standard.
“It doesn’t surprise me that he (Shilling) would do that,” Bonilla said. “The truth will come out in the end.”
“He told lies in front of his peers,” Bonilla said. “He tried to make Mr. (David) Gonzalez look like a poor stupid Mexican.”
Shilling’s complaint alleges that Bonilla, Otay Water District General Manager Mark Watton and board member David Gonzalez violated the Brown Act when the trio decided to file a grievance on behalf of the water board against Shilling.
The complaint alleged that Shilling behaved unethically during his 2010 campaign for a seat on the water board.
Bonilla said it was the consensus of the board to bring the issue to the city’s ethics commission after a November meeting with Chula Vista Mayor Cheryl Cox, Watton and Deputy City Attorney Simon Silva.
Shilling said accusations of racism were laughable and slanderous.
The ethics board dismissed the complaint against Shilling last month.
“They (the board) protected their own,” Bonilla said of the ethics commission.
